Bulk Mail Training, Permits Coming

The conversion from penalty mail to commercial mail is still under way. Soon, some faculty and staff will begin using bulk mail permits purchased for and identifying their county offices.

Paul Martinelli is continuing to wade through the noncomplementary regulations of the U.S. Postal Service (USPS) and the State of West Virginia. The problem is this: USPS will not provide services until it receives a check, and the state will not issue a check until the services have been provided. Although USPS will accept credit cards for most services, it will not accept them for bulk mail permits.

Mailing Changes Update: Order New Bulk Permits

Extension offices not located in Monongalia County can begin steps to order their new bulk mail permit. That update—and other commercial mail news—comes to us from Paul Martinelli, who is guiding the WVU Extension Service through the conversion from penalty mail to commercial mail.

Paul provided the following update:

  1. County and state offices are to continue to use their current stock of penalty mail envelopes until the supply is depleted. Mark out (with a liquid erase or a dark marker) these words: Official Business and Penalty for private use, $300.

Delete Words on Envelopes
